As did its predecessor, the Board of Harbor Commissioners, the board before granting such license notified town selectmen or city mayor and alderman of work to be done in their jurisdiction, so that they might appear before the board and be heard (St 1872, c236, s3; St 1879, c263, s2). These notices of hearings include applicant name, hearing date, and nature of proposed construction.
